Add the minced ginger and garlic and cook for 1 minute until fragrant.
Add the ground beef, turmeric, cumin powder, and coriander powder. Mix well, cover, and cook for 5 minutes.
Uncover, mix well, add the frozen peas, and mix again. Cover and cook for 2 more minutes.
Stir in the lemon juice, garam masala, salt, black pepper, thinly sliced green chili, and finely chopped cilantro. Mix well, turn off the burner, and set aside.
Make the Spicy Tamarind Chutney
In a microwave-safe bowl, combine the dark brown sugar, tamarind pulp, red chili powder, chili flakes, salt, cumin powder, cornstarch, and water. Mix well.
Microwave for 2 minutes, then set aside to let it cool.
Prepare the Slurry & Shape the Samosas
Mix 2 tbsp of flour with enough water to make a thick slurry for sealing the samosas.
Take the 5 tortillas and cut each in half.
Fold one tortilla half from one end, apply the slurry to seal the fold, and fold again to form a cone-shaped pocket.
Fill the pocket with the cooked ground beef mixture.
Apply the slurry to the edges and seal the samosa shut. Repeat for the tortilla halves.
